Fix to issue with routing table update for offhost AID. 

Routing table update is allowed only when NFCC is in RFST_IDLE
state. If its in RFST_DISCOVERY state, stop the discovery and
then send the routing table update command.

Test: NFC Enable/Disable, Install/Delete Offhost AID application when
NFC is Enabled.
