NFC: Fix WPS could not work with multiple NDEF data 

WPS could not handle multiple NDEF data,
the parsing process of the WPS failed to position
the current payload when the payload ID is unknown.

In order to fix this issue, WPS should position
its payload until the WPS Credential ID was found.
