Fix data deactivate issue due to intermediate network requests

During temporary DDS switch triggered for calls on non DDS sub, TRACK_DEFAULT
internet network requests are received followed by release requests due to
which default apncontext disable is triggered leading to disconnect event.
Default data call is deactivated as soon as it is setup due to this disconnect.

Fix is to allow only REQUEST type network requests and skip other types
