Fix SIM can't get loaded after unlocking

In lock state, ICCID is required to be loaded, but the essential
count decreases wrong by one because of not counting as an essential
loading.

To fix it, increase the essential count by one while loading ICCID
in locked state and set the flag mEssentialRecordsListenerNotified
to false at the beginning of loading essential records.
