Fix voicemail icon does not appear after SIM UNLOCK

Issue only reproduce with a LOCKED SIM. The SIM information
(EF[MWIS]) which contains voicemail count cannot be read
from the LOCKED SIM.
So VoiceMessageCount was unknown and Voicemail icon did not
appear in notification bar.

When SIM_RECORDS_LOADED received, update VoiceMail count again.
