Process HANGUP before DIAL response

There is an occurance where DIAL response would be delayed
by lower layers (like silent redial) for upto 30s. Until then,
callId would not be available at Telephony and user triggered
hangup is not processed.
Connection Hangup logic is modified to accomodate above case to
send HANGUP request to RIL with parameter '-1'.
