Adding CarDrivingStateMonitor to the lib

By moving the drivingstatemonitor to the support lib we can make it so
all activities in the setup wizard properly check for UX restrictions.
It also allows other activities to listen for driving exits if
necessary.

Test: Added tests, all passing
