Add forceSuspend to CarServiceHelperService 

Add forceSuspend() to the helper service and plumb it via JNI to
libsuspend.  This interface should be subsumed by PowerManager in the
future, but the feature is needed in Android Automotive now.

Test: forceSuspend() is called via CarService
