Sanitize content after committing a new chip.

Fixes bug:5332719 check special characters in the chips implementation

- User goes to To field
- types , or ;
- adds another chip
Remove , or ; in between

Similarly
- User adds a chip using the return key
- Explicitly adds a , or ;
- Adds another chip
Remove the , or ; in between

-User add , or ; and moves to another field using return
- Keep the , or ;
When the user adds a new chip sanitize and remove them
