Don't adjust scroll on focus changes. DO NOT MERGE 

Fixes b/6037251 Switching input fields causes line loss
Since the ime suggestions area may also be going up/ down
we can't really trust offset measurements. Adamp says
this should be addressed in the j timeframe.
