[XLA:GPU] rename GpuCompiler to NVPTXCompiler 

To cope with upcoming introduction of AMDGPU support in XLA, rename GpuCompiler
and associated gpu_backend_lib module to NVPTXCompiler and nvptx_backend_lib.
