Minor NFC cleanups to MarkForCompilationPass 

 - Make RunImpl private and expose it to the tests using a friend.
 - Improve (my subjective opinion) the logging somewhat:
    - Be briefer
    - Don't print redundant information
    - Print more detailed rationale for why a node wasn't clustered
