Implemented sparse matrix vector multiplication assuming input matrix is in... 

Implemented sparse matrix vector multiplication assuming input matrix is in BCSR (block compressed sparse row) format with block pattern 1x16.

The codes currently have two assumptions:
1. The number of columns is a multiple of 16 so all blocks are full blocks.
2. The number of columns is less than 4064
