Removing OutOfRangeError checks and testing going to the end of the dataset in 

PrefetchingOpsV2. There is a bit of non determinism with the
FunctionBufferingResource that will get fixed with the MultiDeviceIterator and
once we transition to that we can go back to enabling these checks.
