[XLA] Plumb build options via local API. 

* Break build options into their own translation unit for use from local client
  and to mirror ExecutableRunOptions.
* Add some ToString()s to aid debugging.
* Add HLO graph generation regex to build options.
* Add SWIG type map for ExecutableBuildOptions.

Also fix a build issue occurring on some platforms with triangular_solve.
