Make submodules the preferred names, except for modules, they should prefer the root. 

Prefer `tf.submodule.Symbol` to `tf.Symbol`.
When the object is a module, then prefer
`tf.submodule` over `tf.package.submodule` so that `tf.submodule.Symbol` finds `tf.submodule`.
