Trying to fix libtensorflow GPU build. (#18056) 

CUDNN path error. 
Invalid path to cuDNN 7 toolkit. None of the following files can be found:
C:/tools/cuda\lib/x64/cudnn.lib
C:/tools/cuda\lib/x64/cudnn.lib
