[Grappler] Specialize indirect function calls. 

1. Specialize functions called indirectly via the graph node attribute (PartitionedCall and StatefulPartitionedCall).

2. Do not copy node/function attributes for GrapplerFunctionItem instantiations, pass AttrSlice instead.
