r1.12-rc1 cherry-pick request: Update XlaSort to match the underlying HLO. (#22923) 

* Remove CHECKs from HloInstruction constructors.
Move these checks to RET_CHECKs in the HloVerifier. Added a new visitor class
InstructionVerifier inside of hlo_verifier.cc for handling these random
non-result-shape verifications.
