Upgrade cuda to 9 and cudnn version to 7. (#14773) 

* Upgrade cuda to 9 and cudnn version to 7.

* Also update XLA build script.

* Fix typos.

* Fix botched conflict resolution.

* Disable transpose_op_test in opensource until the timeouts are fixed.
