Moving state created within a DatasetKernel to a resource_mgr owned by the... 

Moving state created within a DatasetKernel to a resource_mgr owned by the IteratorResource instead. This helps us do better state management for state that is owned by dataset objects and would allow us to separate dataset and iterator kernel creation
