Migrate over several TF bot usages of ENV variables to Bazel configs 

Working on moving all usages of TF_NEED_GCP=1, TF_NEED_HDFS=1, TF_NEED_GDR=1, TF_NEED_VERBS=1, and TF_ENABLE_XLA=1 over to --config=(gcp,hdfs,gdr,verbs,xla).
