[tf.data] Add a benchmark for `tf.data.Dataset.range()`.

As one of the simplest datasets, this benchmark exposes overheads in the core
mechanisms used in every dataset/iterator implementation. On my workstation,
the current time per element is 148.7 nanoseconds.
