Add C++ gradients for some image operators.

Added gradients and tests for
- ResizeBilinear
- ResizeBicubic
- ResizeNearestNeighbor

Note: Some of the tests are for the operator itself rather than
the gradient, paralleling existing tests in image_grad.py
