[BatchNorm] Use operation expander to rewrite a batch norm training op. 

- Introdue an operation expander pass which rewrites HLO into smaller ones.
- Support batch norm training rewriting in operation expander.
- Add an option in JF compiler to use operation expander to rewrite batch norm training.
