Fix broken link in doc for install_c.md

This fix adds `https://` to stackoverflow link. Without
`https://` the link is rendered as:

https://www.tensorflow.org/install/www.stackoverflow.com/questions/tagged/tensorflow


```
in the current page and is broken.
