[XLA] Redesign: implement Reshape and Transpose. 

Also,
- Templatize ClientLibraryTestBase::CreateParameterAndTransferLiteral. The implementation is moved from .cc to .h because otherewise the linker complains.
- Migrate some reshape tests to use the XlaBuilder.
