[XLA] Add and use new Literal::MakeTupleOwned overload.

Previously MakeTupleOwned was cumbersome to use, because you had to
explicitly materialize a vector<unique_ptr<Literal>>.  With this new
overload, you can pass unique_ptrs directly.
