Replace py_test with tf_py_test in more BUILD files. 

This will allow some easier refactoring for python test dependencies. Also,
looking at impl, I feel like there is almost no case in which using
tensorflow.bzl:py_test is preferable to tensorflow.bzl:tf_py_test.
