Change tf.image.resize_images function to take a 1-D Tensor 'size' argument... 

Change tf.image.resize_images function to take a 1-D Tensor 'size' argument instead of 'new_height' and 'new_width'.

This change is for consistency with other functions (resize_area, resize_bicubic, resize_bilinear, resize_nearest_neighbor).
