Add fine-grained status synchronization methods, RefreshStatus, to Device and... 

Add fine-grained status synchronization methods, RefreshStatus, to Device and Stream, so the executor can use these methods instead of the coarse-grained Sync and BlockHostUntilDone methods to update execution status at session completion on supported devices.
