Retrain tutorial with tensorboard (#2887) 

* version of retrain.py with TensorBoard summaries based on mnist_with_summaries.py

* updated documentation

* adding tests before building

* updated test

* removed separate retrain_with_summaries.py

* added instructions for using TensorBoard with retrain.py

* minor update to new instructions for using TensorBoard with retrain.py

* updated command to launch TensorBoard
