Break out all 2d canvas label rendering to
ScatterPlotWebGLVisualizerCanvasLabels.ts. Hoist the calculation of screen-space point z extents up to scatterPlotWebGL. Bundle all render accessors and state up into RenderContext. Rename scatterPlotWebGLContainer to scatterPlotWebGL. Rename scatterPlotWebGLVisualizerPointsLabels to scatterPlotWebGLVisualizerSprites. Change: 133629482
