Update Makefile (#4376) 

* Update Makefile

-Wl,--no-whole-archive added to overcome issue #3139
-Wl,--allow-multiple-definition no longer necessary
Only changed the linux configuration because i can only test that, but could be applicable to Android too

* Update Makefile

Allow multiple definition still required because tf_compiler_version() has a duplicate in tensorflow code
