[TF:XLA] Rename xla::Diagonal to xla::GetMatrixDiagonal. Fix its handling of rectangular matrices. Switch the TF DiagPart and MatrixDiagPart operators to use GetMatrixDiagonal.

Extend CreateScalar{And,Or}Computation to support non-PRED types.
