Increase RebatchDataset coverage by 

1. Extending it to PaddedBatch, ExperimentalMapAndBatch.
2. Handle multiple batch transformations (picks last one)
3. Handle Concatenate and Zip transformations
4. Handling batching in FlatMap, Interleave or ParallelInterleave.

We also restrict the kinds of transformations allowed after the final batch transformation to the ones in core tf.data.
