Switch TF_NEED_OPENCL for TF_NEED_OPENCL_SYCL

To clarify the fact that OpenCL is used through SYCL. Users might not
know that Tensorflow uses SYCL when setting it to use OpenCL and will get
confused when asked to give the path to ComputeCPP or triSYCL which are
SYCL implementations.
