Fix how IncreaseDynamismForAutoJitPass was emitting the _XlaCompileTimeConstantInputs 

_XlaCompileTimeConstantInputs is a list of input names, not input indices.  I
will add an integration test when I re-enable IncreaseDynamismForAutoJitPass to
make sure this is tested end to end.
