Remove 

tensorflow_estimator/contrib/estimator/python/estimator/hooks.py, and /hooks_test.py

as they are exist as

tensorflow_estimator/python/estimator/hooks.py, and /hooks_test.py.

Also export tf.estimator.experimental.make_stop_at_checkpoint_step_hook.
