Disables unit tests in tensorflow/python/kernel_tests/signal/spectral_ops_test... 

Disables unit tests in tensorflow/python/kernel_tests/signal/spectral_ops_test that do not make sense in eager mode, when running in eager mode.

Fixes a bug in which signal rank is unknown.
