Configurable AWS logging for S3 filesystem 

AWS logging for S3 is too verbose and should be configurable.

export AWS_LOG_LEVEL=FATAL

Using TF_CPP_MIN_LOG_LEVEL for the AWS log handler can lead to a high
rate of aws logging which drowns out less frequent logs
