Support Estimator.train and Estimator.evaluate to work with distribute... 

Support Estimator.train and Estimator.evaluate to work with distribute coordinator and in-graph distribution strategy in standalone client mode.

It uses the whole cluster for training and evaluation and therefore it doesn't allow a "evaluator" job in cluster_spec.
