Move TensorFlow Lite Python into tensorflow.lite 

Add tensorflow.contrib.lite into traversal of api generator.
+ Needed to change API generator to take list of deps and packages.
+ Exempt tensorflow.conrib.lite from METADATA dependency check (since
  we are moving)
