Update AWS C++ SDK to 1.3.15 (#15067) 



This fix tries to address the issue raised in 15066
where AWS C++ SDK version was not high enough to support
ECS.

This fix updates AWS C++ SDK to 1.3.15.

This fix fixes 15066.
