[TF:XLA] Start a TensorFlow library that contains direct wrappers for XLA operators. 

Add new XlaReduceWindow and XlaDynamicUpdateSlice operators.
Add new tests for the existing XlaWhile operator.
Add wrappers for XlaSend and XlaRecv.
