Creating HashTable (to be part of the TF2.0 API) that doesn't have a... 

Creating HashTable (to be part of the TF2.0 API) that doesn't have a shared_name argument and instead uses the shared_name from the initializer. Also modifying the factory methods that create tables to use the new table.

The old HashTable is now moved to contrib.

Also updated tests so that they work both in V1 and V2 mode.
