Creating the new FeatureColumn's that would be made public. This CL clones the existing implementation with minor changes to fit in the new API.

InputLayer and LinearModel are mostly unchanged and currently only supported using the old _FeatureColumns. In subsequent changes, they'll be made to support both new and old FeatureColumn API's.
