Refactor Keras layers to rely on core TF layers, specifically:

- dropout
- conv layers
- pooling layers
- batchnorm

Also add to core layers an automated layer input spec check system, allowing to easily specify constraints on inputs acceptable by layers, and raise helpful error messages in case of incompatibility.
