Support bidi-Cudnn LSTM save/restore. 

* Save/restore bidi-Cudnn params in canonical format. (Note support for
  save/restore in TF RNN cell format will come later.)
* Split CudnnRNNTest into multiple test classes. Move common utils out of class
  scope.
