Add a --tf_xla_disable_deadness_safety_checks_for_debugging flag; NFC 

This flag can be used to (unsoundly) disable deadness analysis to aid analysis.
For instance it can help us understand how much performance we're losing due to
conservatism in deadness analysis.

Clean up the commenting style on MarkForCompilationPassFlags while at it.
